If they ever did confess their feelings to one another, who do you think would confess first - Roy or Riza? I don't really know. For me it depends on the scenario.

It does depend.
If Roy becomes Fuhere, probably Riza. Before then, probably Roy, since she wouldn't want to risk his ambition.
Though again, it depends on the scenario.
