Be careful about losing weight too quickly. Your body will go into sort of a fat shock and start storing the fat cells because it's getting prepared for a famine. You should only lose 1% of your total weight a week (200 = 2 pounds) in order to successfully keep it off.
But if you want to lose weight fast anyway, do cario workouts. Cardio boosts the heat in your body and enables it to heat up enough to burn of calories. Although muscle toning is good as well, you will experience a weight increase as your muscle mass expands. So if you are worried about the scale number, stick with cario at least 3 times a week.

Really, there's no such thing as a healthy way to loose weight, and if you can't be healthy about it, there's no point in even trying. To loose weight quickly, you have to essentially start starving your body by taking in fewer callories than you need in the run of a day, and this leads to serious health problems. Not only will you be more apt to gain weight by doing this, but you won't be able to keep it off and you run a high risk of health problems.
My advice is to lose weight moderately; 2-3 pounds a week by eating well and exercising. Myffyn is right that cardio is the best way to burn off weight, but adding some strength training is a really important way to off set it; strength training isn't always about adding muscle mass, but it tones what's already there and helps to eliminate body fats.
If you want to lose weight and keep it off, you'll have to make complete life style changes.
