You should try to go ahead and finish up a body before slapping a background on it. Just my to bits, as a fellow artist.

<3 <3 <3 since he is a ice type gym leader maybe a icy blue with a few ice pokemon would be cool n.n just giving you an idea its realy up to you

Well, if it's only meant to be a bust shot of the character, then why put a background? Busts are best left against a blank or at the very least solid color background, usually in neutral, muted colors.
