I'm not really sure. :/ Though, I've heard that he has a hard time responding to fan mail because he's so busy.

Well they have something on his website www.serjtankian.com and the same thing on his myspace www.myspace.com/serjtankian and on either one of those you can sign up and they send you updates. You can also leave comments and messages, which I'm sure he doesn't reply to. But I have no idea if there is something you can actually send to them.
