I think she does, but the series ended just when it really seemed like they were finally going to do something.

She does like him but....I dont know why but she wont admit it to herself. In the Devil's Hands Leela did finally show some affection for him.

Leela likes Fry that has been shown but he's not "Mature" enough for her. Fry knows there's something there and he keeps persuing it but one can only take so much and he'll stop ans let Leela chase him. We KNOW that Fry/Leela will work that has been shown in Bender's Big Score if you haven't saw it or don't want it ruined don't highlight:
Lars was Fry but an older version. Leela fell for Fry who was older more experienced with "Ruggedly" good looks and bald but it took him 12 years tp learn the lesson that Fry learned in the span of a few weeks. Her gave up his own happiness to make Leela Happy. Fry knows he loves Leela he just needs to let Leela realized that herself. Lars helped with that because he showed Leela that Fry could be mature and non-self centred. Though Fry has shown a multiude of times that he is mature and not self centered Leela needed the wake up call that I believe that Lars gave her.

Leela loves Fry, but her tough side doesn't want to admit it to her actual self deep down. However, if you've seen Bender's Big Score.....
Spoilers to Bender's Big Score: Highlight to Read You'd know she loved Lars, who was actually a copy of Fry, who was killed later on in the movie.
