Because this village has no Kage, they have something called the Hero Water to help them protect their village. It's some sort of holy water which is extracted from the great tree every one hundred years. It is supposed to tenfold the user's chakra, and aid the 'heroes' in protecting their village in times of battle.
But this water is a double-edged sword, altough it increases one's chakra, it also eats away your life force at the same time. Only the young ones (most of the time younger means weaker, strength grows with experience) will be able to survive the effects of the water. For that reason, many of the village's shinobi have died not from battle, but from the water. And this holy water was sealed away. It's the village's leader's duty to protect the Hero Water at all cost.

Yuma stood on the water looking at the tree. "The great tree...it was only two years since we extracted the Hero Water...the same time Rain attacked...many have fought bravely defending this village...defending you..." Yuma closed his eyes and breathed out.

After a short amount of time Guregori made it to the Great Hero Tree. "This tree is so important to the village, when I get older I want to help protect this great tree! But I would be breaking a promise I made to myself long ago. Guregori looked down at the water while he said those final few words. "I need to stop getting ahead of myself anyway. Right now my main goal is to become strong! The strongest Ninja around!"Guregori shouted to the sky as he said those words.

cloud sat on the steps that were at the base of the great hero tree he was leaning back with his elbows on the top step he looked up at the tree
