i just want to know, if i got a coldsnap theme deck and in it came an auroch card made all the way back in ice age, my question is because it was created in a t2 format deck would the card be legal in t2 format tournaments???

Unfortunately, no. Only Coldsnap is Standard legal.

But, Condemn is the best I'll get for that. well i was planning on going to a tourny with a deck i built using the aurochs from the coldsnap theme deck, until i found out this, now i have to replace those cards in my r/g deck somehow, man this sucks

There are a few other auroch cards in cold snap. Half of my Coldsnap prerelease deck was made of the little buggers. One even searched for other Aurochs when it comes into play. Though I suggest if you want to go the tribal route pick a creature type that isn't expensive.

LiaThistle Unfortunately, no. Only Coldsnap is Standard legal. Yes you can... technically it's a remade card like in the Core sets, so it's completly legal... although I'm likeing the ones they brough out in Time Spiril, it's how I got my deserts

Official rules state that cards reprinted from ice age and alliance for the precon decks of coldsnap are not Standard Legal, but may be used in other formats that those expansions were legal in.
Kinda sucks, I know, but they did it mostly to retain the flavour in coldsnap and to tie it in with the other two from the Ice Age Block. They do not count like the Core Set cards for being standard legal since they were not printed with the Core Set emblem.

I thought it was odd that they'd reprint a bunch of alliance and ice age to put into the precon decks, but then you realize it's to help the decks keep the flavour of that block. it'd make no sense to have a bunch of snow cards out when you don't have access to them to understand the story.
I didn't buy any Cold Snap myself. I don't own a lot of Ice Age so I just kind of skipped it and saved the money for the Ravnica block and Time Spiral Block.

Because the vast majority of players will not be using the decks in tournements in any case.
Since there was never any call for the CS precons to be used in non IA block tournements there was no reason to change the policy regarding precon decks from expansions. Such decks are always made using a mix of cards from the expansion and cards from the previous sets in the block. The planar chaos decks, for instance, include many cards from time spiral.
It also gives newer casual players access to cards they have probably never even heard of before. As I said, the majority of players will never play in a sanctioned event and care nothing for whether their cards are legal or not. These players will be overjoyed to see StP in a precon (assuming they can figure out that it's a good card).
The decision to reprint ice age and alliances wasn't that odd if you take all the factors into account. Wizards had to choose between changing their pre con policy for the one set (and coming out with inferior decks since a single expansion really isn't a large enough card pool for decent precons) or reprinting non standard legal cards in decks that most competative players weren't likely to buy anyway.
