Card Trooper is used because it replaced Graceful Charity as the fastest draw card in the game.
Card Trooper also replaced Magical Merchant engines as far as the competitive scene goes.
Many decks benefit from his self-mill effect.
Zombies get more ways to aggro their way into a duel, as well as a new way to self-mill and use their recursion cards at once.
Samurai decks get a new way to abuse Return of the Six Samurai, and moreso Backs to the Wall.
Warrior decks in general(including Six Samurai) get a new way to abuse The Warrior Returning Alive.
Chimeratech Overdragon gets obvious advantages(aside from Future and Overload being limited).
Exodia also gets the obvious advantages.
All in all it's used for different reasons.
But the most prominent is that it's a good card, end of story.
