I think so.
I try so many things to. I had an event, a contest, subforums, and I even invited like, my entire friendslist (100+ people) and yet this one is still dying.
I just can't save a guild all by my lonesome. D:

CORRECTION: EVERY GUILD IS DOOMED TO FAIL, SO LONG AS ITS MEMBERS ARE INVOLVED IN SINGULAR INTERESTS, SUCH AS A FORUM THAT TIES ITSELF AWAY FROM THE GUILD SYSTEM.
NO MATTER HOW PUBLIC YOUR GUILD IS, IT'S STILL NOT AS A PUBLIC AS AN OPEN ACCESS FORUM.

I find a lot of guilds die. Only the ones with bajillions of people in them seem to thrive. D:
