this is were all convicts will wait for judgement to be passed upon them they are held in cells thats walls are made from an unknown substance that is unbreakable even for the hokage and the ground is a foot thick with the substance and the walls are made from two feet thick of it and the cell drains chakara from the convict as soon as they start to try and use a jutsu or form any chakara at all((such as jutsu build up chakara focus it in a certain spot))and the cell slowly drains chakara ((it drains it from the convict even without them doing something with chakara but it drains slowly))
