There's a 1/8192 chance of being any Pokemon being Shiny when you encounter it. This means, when an egg is hatched, wild pokemon found, Legendary is encountered, or pokemon is given as a gift, there is a 1/8192 Chance of it being an alternate sprite. Just as the nature, gender and Individual Values are determined by chance, so is shinyness. Often however as people go through their adventure and become annoyed with the various wild pokemon so far below them, then they take less care with random encounters. My brother clearly remembers running from a Shiny Wingull while surfing once xD The new shiny animation makes it easier for you to tell a Shiny, as it takes up more time, and is more visible. Anything I didn't cover?

I found a Shiney Pikachu 2 Sundays ago! It was SO COOL! Except that it was a girl, and sniney Pikachu looks almost no different...
