Yeah, well its still being worked on and I'm just laying out some stuff, but feel free to read what I've put up, don't take it as official yet though.

Myth:
Bai Suzhen of the Legend of Madame White snake and Maid Green Snake
Powers/abilities:
Controls the water/Rain cycle(water spirit), Snake form, good swordswoman
Appearance:
-Silver Eyes
-Ebony hair with white highlights and white bangs
-Yellowy peach-pale skin
-Silver scales near her shoulders, back of her hand, cheeks, forhead, and in some other random places.
-Sharp semi-long fingernails.
-Long lashes
-Sharp fangs
-Mole under her right eye
Likes:
She likes things that are white and is attributed to the water. She likes flowy dangling things. She also loves sword-fighting[sp?]. She loves to go skinny dipping, no matter who is watching. Things that are fun attract her like bees to flowers.
Dislikes:
Party poopers makes her sad. Hates to get her clothes dirty. Shys away from people that are dirty and disgusting. Boring days just make her wanna scratch her eyes out.
Details:
NOTE| Some of these may confuse you unless you read the origin story first which is next.
-When first born/found, she will be on the rough side, for she is now full demon and is without the 1000 year experience that gave her the human attributes.
-I want her to look REALLY snakey at first, than as she grows she will be more and more like the desciption i gave. You can be REALLY over exaggerated with details when she's young. i.e. uber long fangs, half snake. then she'll learn to retain her human form.[ | t.b.c | ]

NOTE: This legend is popular and has many variations, I will be writing the version that was taught to me as a child.
It was said that there were two snake demoness' who yearned to become human. Lady White(Bai Suzhen), the more mature of the two, has had 1000 years of demon experience and will soon become human. Maid Green(Qingqing), Lady white's maid who is as close as a sister, had only 500 years and so contains more of her demon instincts and is more wild. The two were traveling around the world, trying to do good deeds to tide the time until they can become human.
A buddhist monk, named Fai Hai, has been following the two snake demonesses and are trying to capture them before they will do any harm. However, he does not realize that even the demons can try to redeem themselves to be good just like the humans can, which is exactly what the two sisters are trying to do. So one day, he passes by another priestly monk, who was in fact a spider demon in diguise and out for a walk. So Fai Hai, a demon hunter at heart, pursuits and captures the spider demon. Even seeing the prayer beads that the demon had held sparkle in purity, Fai Hai dismisses it and is stubborn to believe that all demons are evil. The sisters later pass by and see these beads. Curious as to who dropped and by it bauty of purity they have decided to pick it up and wear it themselves.
Bai Suzhen has acquired the ability to feel human emotions and has soon fallen in love with a gentleman scholar name XuXian (or Hsu Sheng). Qingqing also has an interest in the human, but since she still contains her demon personality, her desire for him is more likely of lust than of true love.
Soon Bai and Xu become very close and develop a deep relationship. However, he only knows them as humans and do not know of their demonic origin. One day, he decide to visit the two sisters and sees the monk and two of his discples "purifying" the house by throwing sulfur and placing spells on the cottage that they live in. The snakes are afraid of sulfur, but since they are water spirits they make it rain and it washes away the sulfur, making it safe again.
Fai Hai had concocted another devious plan since Xu and Bai has just gotten married. He wanted Xu to know of Bai's "evil ways" and on the night of a festival he reveals the sisters' true identities. Now this part, i have forgotten how he found out and there are many MANY varieties, so I'll leave that up to you.
Xu, frightened by the discovery, runs to the monk Fai Hai for help. Fai Hai suggests to the young scholar to leave his wife and come with him to the deep mountain and pray for all his sins to go away and become a disciple monk. The day the sisters became aware of his leaving to the deep mountain there was a huge downpour of rain. Bai, was afraid of a flood but also wanted to save her husband. Not only that, but she was also pregnant. She was going into labor and her control on the rain is out of control. It was said that she caused the flood from the pain of her labor. She had no choice but stayed behind and Qingqing went to save Xu.
Qingqing had reached the mountain and found the whole mountain inside was packed with praying monks. She goes aroudn teasing them with lust and soon sees Fai Hai. Seeing him she couldn't stop herself from teasing him. She danced in from of him alluring him and lustfully. As a man he himself couldn't resist and gave in to her temptation. Mad at himself, he tried to attack the snake demoness, sending the rest of the monks in an attacking frenzy, leaving the docile Xu alone to pray.
Qingqing kidnapped Xu from the mountain to see the outside. The flood had reached the village and almost everything was destroyed. Wave after wave of rainwater boomed on the sides of the deep moutain. Sadly, Bai had been caught in the flood, unable to control her powers to save herself. Qingqing was about to jump in but was stopped by Bai's pleading cries as she was holding on to the side of a building. As qingqing looked closer she noticed something was in Bai's arms. It was the baby, Bai was too tired after to labor to help herself. She begged Qingqing to take the baby and save it and her husband. Right when Qingqing swooped by and took the baby, a large piece of the mountain had broken off from the side of the deep mountain and crushed Bai.
Xu looked on the whole time, not moving, not thinking, just staring at what he has done. He begins to question his decisions. Why did he leave her? Why didn't he know she was pregnant? Did she really just die? Is that really my son? Qingqing, the more composed of the two, did not shed a tear. As demons they were destined to de alone. She could only hand the baby back to the father. She stated that she cannot help raise his baby, she must continue on by herself. So Xu was left with the baby.
In other stories it was said that Bai was captured by the golden pagoda that Fai Hai posessed. Her son grew up to save her when he was old enough. In others, Bai grew strong and saved herself from the cursed building. But since Fa'E need to be dead to be reborn, i think that this is the perfect tragic story.
No one really knows, what the real legend was. Very few still retain this knowledge.

Hm... the first thing I have to ask is, have you cleared the scales thing with Nessy? The places you listed are pretty much exactly where Guelherme has his scales, so I don't know if she'd be entirely comfortable with that as a trait for your concept. We do have two snake Fa'e right now - Guelmy and Nyoka - so you may need to be cautious about using a related myth.
On the same note, we have a lot of water Fa'e right now- Naia, Arakel, Arkanti, Seung, Iarla and Caoihme all come to mind- and the powers for Hu-Mei overlap, as far as I know. Naia has weather control, I know for sure, and I believe that Iarla has water-control, so you might need to think a little more carefully on the abilities portion and check things over with existing Fa'e. I don't think that's too much a sticking point unless they restrict those powers, but it's worth considering for your concept.
I need to poke all the LC Guardians into putting their stuff into the Fa'e database, but check with Nessy for sure on the deal with the scales, and I'll come by to look things over soon. <3 Thanks for being so patient on things!
