there has to be more than nidoking which pokemon can learn almost all of the HM's and TM's besides him cause even though hes only part poison and ground he can learn so much who else and why???

Mew can learn all of them, or at least used to be able to, I haven't had one since R/B/Y.

POST EDIT: Just looking, Bibarel can learn 6 HM's, and almost all of them TM's.

ANOTHA EDIT: Garchomp, a little less common, can learn 5 HM's and even more TM's.

Nidoking has a very diverse movepool, and the same goes for Nidoqueen but she doesn't have the stats to back it up.

Lucario has a diverse moovpool as well, which is ridiculous. It learns Bone Rush, a previously Cuebone-exclusive attack.

I think yall missed that. Bibarel has -6- HM possibilities. Yes, 6. I know it sucks, but if you want the stats, then get a Garchomp: 5 HM's and a whole load of TM's.

Rampardos can also learn 5 HM's, and can learn nearly every TM.

mew can learn anything
celebi has an ok move pool but isn't as flexible as you'd think.
arceus can learn almost every move i think.

Nidoking does have a large variety moves capable of learning. Mew can learn all of them. Tyranitar has a large TM pool too, -as seen here Serebii Tyranitar Page-
And it can learn 5 HM moves.
