They're very, very common. You can find them anywhere as long as it's in water just use a Super rod.

That's funny... I went fishing with my super rod at the small pond in front of the main character's house, and guess what I caught...
How would it even FIT?

In short, beat the game first. IF you really want a Gyarados, wouldn't training a Magikarp be easier...?
