Distractions?

What exactly distracts a student from learning? I found myself asking this question when a boy in my grade decided to "dress in drag" for today, in what he said was a support of trangendered rights.

They made him change clothes because he was a distraction, and while I agree that him and his skirt and fake boobs were distracting (not to mention hysterical and stupid), I was wondering why it is the the peppy little cheerleaders (and other assorted females) are not made to change when they are wearing short skirts, high shirts, and otherwise baring most of their skin? How is that not also distracting?

I have male friends who check these girls out (looking up their skirts in some cases) and I'm just wondering why that doesn't count as a distraction to their learning process.

They may not laugh at these girls and audibly distract others and themselves, as students did to this boy today (he deserved it and probably wanted it), but they still provide a sexual distraction.

So what qualifies as distracting?

I'm quite angry with the system right now, so any answers I give might, just maybe, be tainted with that anger. I'll come back when I've cooled off and give a real answer.

First and foremost, the system decides what a distraction is. If the cheerleader archetype were to be made to change, their parents would call it sexual harassment, and sue. However, when the boy who wants to dress like a girl is made to change, he is told that he must, because he is a "distraction", and "disrupts the learning process". According to them, that's not sexual harassment, but keeping the learning process pure.

He's making a laughingstock of the very thing he's trying to support, and he was trying to be a disruption. These girls, on the other hand, are dressing how they're "expected" and "allowed" to. (Moose would also like to add that it was a study hall anyway. He was bored, Jackie's an idiot and was sitting in a way that made it visible, and it was hot.) The aforementioned gay boy is just looking for an excuse to play the discrimination card.

Furthermore, people were laughing at him in class, were talking about his idiocy, and were generally not paying attention because of it. It was a distraction, whether he admits it or not.

You want distractions? I'll give you distractions!
Anything interesting. Which, for me, is quite a lot.
But I have ADD, so I guess that makes me an outlier. Or not. I'm surprised at how many people are diagnosed with ADD. And, for that matter, there's misconceptions about it (just today, someone didn't beleive that I had ADD because I was "too smart").

But anyways, anything more interesting that the work is a distraction.
Some people search for a distraction because they know they can't concentrate on the work, and need something to do to keep themselves from distracting others.
(also today, I started writing a rant, in French, about the French final exam I was supposed to be finishing. It helped me actually learn about French (though, because I was supposed to be taking a test, I couldn't use a dictionary, and had to resort to english at the end because I hadn't been taught much vocabulary. Which was a main point of the letter. But, while I've only taken one year of french, I'm still pissed off about it)

Actually, it's rather ironic. What distracts students from learning is the chance to learn something they're not supposed to. If they could easily learn about it, they would have already learned all they wanted, or not found it interesting anymore.

Yeah, but in this case he was distracting himself and the other students. And vice-versa, the students weren't just looking at him to distract themselves, but were also talking and laughing about it during class.
