Bob Ogden is a "short, plump man" who worked for the Department of Magical Law Enforcement. He was in contact with the Gaunt family and was interviewed by Dumbledore for information about Tom Riddle's family.

The only time I remember hearing about that was a sort of parenthetical quote when Harry is hanging around Diagon Alley in the beginning of book three, listening to the other shoppers, something along the lines of "It's a lunarscope, old man. No more messing around with moon charts" so it must be a kind of special telescope with markings.

Bozo is the photographer from the Daily Prophet. He worked with Rita Skeeter during the Triwizard Tournament.
