Custom Techniques:
Jutsu Augmentation- This is less a jutsu and more of a style of fighting. It involves the user to use objects to augment their jutsus making them cost less chakra. The user must choose a jutsu to imbue ONE object with. This could be anything from a book to a piece of jewelry. Then when the user wants to cast the jutsu and augment it they hold the object in their hand and concentrate on it. The jutsu is then cast at a significantly less amount of chakra. The concentration takes not very much time but if the person holds 2 or more imbued objects they cannot use the augmentation. For the most part the main drawbacks of this jutsu are the fact that you have to hold the object and that prepping the objects takes a small amount of chakra (5% percent per object imbued) and time, making it so you can’t do it in battle.
Tracking Jutsu- Heian developed this jutsu when he saw a aburame user use their bugs to track opponents. It places a small amount of chakra on an object or person and allows the user to track it. Each chakra placed is a little different allowing the user to tell what they are tracking. Uses next to no chakra and is permament unless released. Requires contact with the target and about 1 second of contact. Good in stealth not so good in combat.
Page flicker- The user seems to jump into a book. This effect is similar to the body flicer jutsu in effect except for one main difference. The user actually leaves where they were for a short amount of time, instead of moving so fast they can’t be seen. They can come out of any other book they can see. To use this jutsu the user concentrates and activates the “secret path” that leads from one book to another. They pay a moderate amount of chakra (20%) and are allowed to transport between books for around 1 hour.
Fantasy Created- This jutsu is used by the user to change the terrain to their advantage. The user transports their opponent and themselves to a different world that they created. The laws of the universe still apply but they can tailor its scenery to their will. This jutsu requires a huge amount of chakra and can only be used by S-ranked or above shinobi, it lasts 3 hours. To use this jutsu the user must have a book that has 1000 sentences devoted to describing what their world looks like. To bring their opponent into their world they only have to touch them with any part of themselves. Once you are in this place you cannot get out until you are released, you kill the user, the time runs out, or you die. Yes you physically leave the “real world” and enter the tailored one. No one else can enter after this jutsu has been used. If the user were to touch something that was non living the jutsu would not expire and they could continue touching until they got something living. (I hope you don’t count this as a mangekyo rip off because it isn’t genjutsu and it actually brings both people to that world. The time is consistant with the outside and the user cannot warp the foundations of reality)
Weapons: Kusari-Gama, 20 Kunai, 20 Shurikens, 20 exploding tags, invisible wire, Scroll with numerous books inside, all tracked with the tracking jutsu.
Bio: Heian was born in Iwagakure at during the end of the great shinobi war. His parents raised him as lovingly as they possibly could giving him a good mix of freedom and rules but due to the time in which he was a child he always grew with the fear of his village being attacked. He entered the ninja academy at 7. He was young at the time so he didn’t grasp the subjects as easily as the other kids and thus graduated a year late. Upon becoming a genin he was assigned to a team as normal. At this point the shinobi war was just ending. Since the war had just finished everyone was naturally defensive. He learned very quickly how to fight certain opponents and his natural talent could easily be seen by anyone watching. Due to his raising during the war Heian naturally was always on edge and very quick to respond, his life had depended on it. He entered the first chunin exams available but failed due to his lack of jutsus. He returned to his village unsuccessful and wanting more strength. This was about the point where he really started studying the chakra types and elemental strengths and weaknesses. He learned he had an earth type chakra and started working on mastering it. Once again he entered the chunin exams this time, though, he had a greater understanding for the art of the shinobi. He passed the first exam no problem. Upon joining the second exam he was in a situation similar to the forest of death. He met a boy there named Aust. Time was coming to a close and Heian needed a earth scroll. Aust had that scroll but wouldn’t give it up. They battled for a good long while and when Heian thought Aust had reached chakra exhaustion, Aust used a summoning jutsu. This proved to use too much chakra and Aust died. Heian felt it was his fault Aust had died and became horrified of the idea of murder. He took the scroll and continued to the third exam. He passed that with no problems at all. His life continued on and he did frequent missions while constantly improving his jutsus and technique. Heian had decided that he would use a Kusari-Gama due to its versatility. He entered the jounin exams and passed no problems at all. He was already anbu level but the jounin exams where neccisary. After a few months Heian was promoted to anbu and he carried out the orders very well. Once the captain died Heian was elected to become anbu captain which he took with enthusiasm. Many years went on and Heian continued to work well never getting lazy. The day that the Tsuchikage fell in battle the village elders held a meeting to decide the next Tsuchikage. Heian was chosen for the job and he took it. He still holds the title to this day.
Summon
Owls
Basic Owl- The user forms the hand signs rat, tiger, hare, boar, bird and strikes the ground. A owl will appear it can be of different sizes depending on how much chakra is used. It can use its wings to create the effects of wind style: Great Breakthrough.
Carrier Owl- This owl is larger than a human and has a sattle tied to its back. It is big enough to safely fly through the air and carrie the user anywhere. It can also flaps its wings to use wind style: Great Breakthrough.
Lookout Owl- This owl is the normal size and normally mounts on the users shoulder. It has a ability similar to the byakugan in which it can see through objects. It also has a keen sense of hearing. It can speak and warns the user of any threats within the area.
Librarian Owl- This owl is bigger than a human and is jet black. It tends to carry a book under one wing. It can talk and communicate very easily and is very knowledgeable. It can use the jutsus- wind style: Giant breakthrough and wind blade. When it uses wind blade it carries it in one wing gripping it similar to the way Gama-Bunta grips his blade. It is very profficent with the wind blade. Each Librarian Owl is specific to the one who summoned it. The user can choose when they first make the contract with the owls If they want the owl to carry a certain book. If they do then that book is carried with the owl when it is summoned by that specific person.
