Heregoes... The character is cute, nice hair, unusual clothing style. Good. She'll be more appealing to the magazine as finished artwork, so definitely ink the lines, and erase the pencil. To color, you can do that by hand, or if you must use a program, there are many. I use photoshop, after I'd followed a tutorial or two. There's a great program called 'open canvas' that can make it look painted, but I've no experience with that.

You might want to draw her feet, to make her look whole. The place that they vanish at is awkward. Also, the line depicting her knee goes down a bit far (makes her bone look twisty or possibly broken).

When coloring, just be sure that you choose a light source, and allow that to dictate how dark or light and what colors things are. The farthest point from the light is the darkest, and soft light has a soft shadow, and vice-versa.

All in my opinions and observances, of course. Can I do anything else? I may be able to find one of the tutorials that taught me photoshop.
