Okay i see that no one has noticed (or has and hasn't come forward) but this is a very interesting question. Maybe i'm an idiot for asking because the answer is easy, then again maybe not and i'm correct but everyone turn back to Chapter 13 in volume 2 of the Negima Manga titled "The Strolling Club Tour".
Now go to chapter 37 of volume 5 of the Negima Manga. I think the title was "Who will claims Negi's lips?"
Okay, after chapter 13 was over, you see that at the top of the huge tree at Mahora Academy the Narutaki sisters kissed Negi inapproriately in the cheeks. In Chapter 37 before Nodoka won, the Narutaki sisters once again kissed a cloned Negi in the cheeks thus lead to a botched pactio card for Fu-chan and Fumi-chan. The question is why didn't the botched card appear back then when the Narutaki sisters kissed Negi inappropriately at Mahora instead in the trip to Kyoto? neutral
I recall Konoka getting a botched card the second she kissed Negi in the dressing room inappropriately. I doubt it has to do anything with the lack of a force field that usually appears underneath because in both chapters 13 & 37 you don't see one.

In volume #5 the ermine sets up a magical forcefield around the hotel so that anyone who kisses Negi in there will create a pact but when the twins kissed him on the tree there was no magical force field. When Konoka Kissed negi in the dressing room, however, the ermine created a magical forcefield right away so that a pact was made.
