as its still a work I'm just gonna dump what im thinking in here, so i dont forget.
the world: its called Keis pronounced Key-ehs, the planet is a punch of islands, most between the size of cuba and a small house, with three larger ones, one polar two equatorial, one of which is desert, only inhabited becuase it has a lot of mineral resources, the other tropical, the polar one is obviously covered in snow, only a single tribe of people that dont interact with the outside world.
the majority of the world is tribal or small towns with no real wide government or large church, local is the biggest ether gets, this is becuase of the seas
the seas are very shallow just about everywhere on the entire planet, large ship are very limited, so trade is also very limited, though the people have become quite good at moving small stuff, and people very fast.
the level of the worlds technology is ... primitive, sailboats and millstones. no guns, but there is gunpowder, its new, dont expect much. Being that it is a planet made mostly of water and small islands boats have received a lot of attention and are the single most advanced thing on the planet.
there is magic; its not the same as the cards, and its much more difficult to get the same amount of power using it, but its easier to get specific power. incantation is not necessary but helps inexperienced users, this goes for both magic and the cards (cards can be called by their value|suit or their name, learning the cards name increases its power by a lot but this is especially difficult)
on the subject of cards first off, a character does NOT have to have or use cards, and may start at any time although it should go without saying, if a character has cards he or she does not have to use them. a character can only summon one suit of cards a character's native suit, weather you start with cards or not (unless stated otherwise) is randomly chosen. - to pick it generate a random number between 1 and 20; even numbers below 11 are hearts, odd numbers below 11 are diamonds, even numbers 11 and up are spades, odd numbers 11 and up are clubs ( finalized in Character thread) - new cards (3-k) will be gained in two ways summoning and necessity; both of which are partly controlled by crew, they decide if a character has any chance of summoning a new card, and what that chance is, then the character has to get a random number in that range; for necessity crew will give cards, no chance involved, to a character they think is ready; there does however need to appear to be some sort of triggering event to jerk that card into existence, a character cant just be walking down the street and have a card poof into existence at their feet. the event doesnt need to be physical.
cards come in the standard four suits, hearts spades clubs and diamonds the most powerful of each is the ace, of which exists only one, the rest of the cards are unlimited Each suit has a specific type
Hearts deal with health, life, and body Clubs deal with the mind Diamonds deal with the elements, and forces of nature (this includes plants and animals) Spades are weapons, their materialized form is a weapon, whatever power they give to the character is a weapon
all cards have some sort of materialized form

a bit more about the cards in general then on to the aces, then i should babble about magic.
cards can only be activated by their rightful owner when a card user dies, and only when one dies, any cards that the user had active at the time return to their card state, and the killer becomes their rightful owner. the cards that were inactive disintegrate. cards can be traded, given, or sold without trouble.
the 2 card has to be summoned, you can just get it, and you cant use cards gained through battle without summoning your 2 card
each card can only have one single power, it needs to be as specific as possible, 'power over water' doesnt cut it 'the ability to manipulate fire' will be taken word for word, it doesnt give the ability to make fire, extinguish fire, just manipulate, this doesnt stop you from carrying a lighter, matches, or learning some ignition magic. i dont plan on being stubborn about things, if someone gets an ability that lets them breath fire they dont need to say that the fire is self igniting, but it would be nice if people did try to be as totally descriptive as they can, as if your cards were going to be inspected by a really annoyed lawyer who gets paid by making your cards a moot ability.
at the moment i dont think theres any way to destroy a card (EXCEPTION AHEAD)
i had something else to say, but then there was this gecko, oh well, i'll put it here when i think of it.
Aces!
the aces arnt effected by the same rules as normal cards.
first off theirs only one of each, like i said before, no matter what happens to its owner it wont disintegrate, though if it doesn't automatically get passed on to someone it will find a new owner, how?, who? why? i dont know. its new owner doesn't have to accept it, or even take it, but still only the rightful owner can use it.
Aces can absorb lower cards of their suit, the problem with this is that the cards have existed longer then history, and absorbed cards can only be called upon by name, so theres an untold number of cards in each that just cant be accessed because nobody is alive to tell the name. the owner of an ace can not die of age or illness, and don't really age much at all.
again i think i had more to say, place saver.
the Ace of Hearts: the main ability is that the character has total control over life and death, to the extent that even those dead for a long time can be brought back to perfect health, or those that are in perfect health can be taken to a state similar to having been dead for a long time. also the card gives many abilities over spiritual things. Though its material form differs from user to user it has generally been a staff or hand/forearm jewelry typically the possessor of the Ace of Hearts gains it through inheritance, and has spent their lifetime previous to them gaining it helping people. the last time anybody saw the Ace of Hearts, or its last known owner was over three thousand years ago
the Ace of Clubs: the main ability of is that the character's mind leaves their body and turns into a form of existence that is pure energy, and pure knowledge, and has unlimited mental capacity and powers; the Ace of Clubs has no power over spiritual matters such as death, the undead, etc. there is no material form, the body is left in a state similar to meditation or sleep that can not be woke from until the character wants to; through the powers the character can create false bodies to inhabit as disguise or in case their original body is destroyed. like the Ace of Hearts the Ace of Clubs hasn't been seen or heard from in over three thousand years, a more detailed inquiry would show they've been gone for the exact same amount of time.
the remaining two cards are mostly not missing.
the Ace of Diamonds: the main ability is simply describable as that of a sun god, fire and light, heat and radiation, magnetism and gravity, in very wide range of control; there is also limited control of other elements. when activated it appears as an elaborate jeweled necklace, with one particularly massive jewel in the center, a light blue one, at least the size one one's fist. the current owner of it is a very flamboyant man on a well isolated island of moderate size in the southern hemisphere, he lives as god to a large population of tribal people similar to the pre-European civilizations in central America.

Ace of Spades: by far I believe this shall be the most annoying being that the spades suit is weapons the ace has to be the ultimate, it is, its material form is whatever the owner wants it to be, weapon wise, but most of the time it sticks to whatever weapon the owner likes the most. or something like that.
the ability, although much more complex then what im capable of thinking right now, is somewhat infinite, except, it will not give skill, if the ace of spades can not fight well enough on their own they do not deserve the card; also the ability has to be for the purpose of fighting, as i think i said somewhere, the ability is a weapon I've got to be able to do better than that, so thats not even the sortof partly final that the other stuff is, but these are
the ace of spades can control other aces, like force them to activate, deactivate, die and can make new cards of any level, to any specification.
im gonna go ahead and define how an ability is a weapon. a weapon ability is an ability with the specific intent of helping to defeat and/or kill someone
so thats all the Aces, though I'm probably gonna rewrite the spades', and now... Surprise!!
another card the Joker
the aces are like gods, the joker is above them, the joker is not human in any way, the ultimate force in the universe, it can do anything, with no limitation, more though the joker is a check against the aces, in a way making them play fair since with their powers they are invincible against their own suit. maybe also the joker is there to keep things interesting, but also the joker is, in true knowledge, nothing more then legend

the magic;
in some way or another that i haven't totally figured out yet magic gains its power from the physical world, and a small extent from the spiritual world whereas the cards gain their power from this weird plane that i just dont know how to describe, but its got a bunch of power in it.
i should mention now, there is some sort of monster population, they naturally use magic and people originally learned magic from watching them; so magic is often seen as demonic. this hasnt stopped it from becoming an intigral part of boating & industry.
other than that the main difference between the cards and magic is that magic is a learned skill, and the cards are... ... not(?).
the problem with magic is that it gets its power from the physical world or the spiritual world, meaning something has to pay for it to work, this often ends up being the caster or the people around them; even the best, most skilled, most intelligent (most careful) mage/sorcerer/caster will eventually suffer ill effects because of their use of magic. this is not a big problem for the monsters because they typically live at most four years before age gets them, in the wild two years is a long life, considering the other monsters, and people killing them for whatever reason. exclaim I'd say the monsters are about as smart, on average, as a dog or a dolphin; though whose to say there cant be some as smart, or smarter than people; BUT monsters cant use cards monsters = non-human that uses magic
magic has no apparent classes or types like the cards do.

this got brought up in a thread in another guild, non human characters
demons, angels, devils: no; we may consider intelligent monsters that pose as humans.
hybrid people: we shall consider this, as long as one half is human, and the other half isn't specifically no`d, like demons and angels.
for now I'm gonna say no to werewolves and the like; but leave it up for discussion.
humonculii, or however its spelled... no, but discussion.
in case there are other non-human type character races we should discuss them.
we need more people to discuss things

Well basically they would have wings which could allow them to fly. and also the power of healing, but the power for healing requires an element based on the fairy. Let's say the fairy is related to water so in order to heal they would need to find water first.

I think the tribe at the Polar Island should be birdlings. By birdlings I mean they are basically like my avatar: Human-like in appearance, but with wings. They can use magic, but they are associated with the Spades(weaponry) instead of healing. They live on Polar Island because humans were racist against them since the ancient ages, resulting in a great war which the birdlings(vastly outnumbered), lost. Part of the "treaty" was that the birdlings had to leave(one of the Equator Islands), and their hatred for humankind/outsiders made them Isolationist at Polar Island. This satisfies why the tribe left the rest of the world and are isolationist, gives them a distinct tribal difference, and basically gives a reason for the existence of the island.
