If you agree to commission someone, you have to pay them. It's not as if this woman didn't know what I drew like or what quirks in my art tend to be. At the very least, she could have more politely asked for a replacement.

Hey there. sweatdrop I haven't heard back from you on the commission (bust shot for 2 Nov. 05's) I finished sometime last week, and you haven't started a trade with the payment. I'm not sure if this is because my PMs were acting up or what, but I thought I'd double check. Thanks.
That, however, doesn't really make me feel inclined to do her any favors. "Oh yeah, I thought I'd ignore you so that I didn't have to pay and now I'm going to be insulting to see if you'll draw me more." Very charming.
I understand that she may be unhappy with the drawing and you know, fine, whatever. It happens. I failed to meet my end of the deal and I'll try again under normal circumstances. But that kind of immature attitute and lack of responsibility or spine to tell me the first time does not make me want to do her a favor.
I feel very insulted, first off by her not liking it and secondly just from her general attitude. This is a lack of respect for (on a small scale) a business transaction. If you contract someone to make a house for you, you don't avoid them to try and get out of paying them because you don't like the house. You not liking it does not change the fact that materials and time were spent creating it.
I don't know. This is just very disappointing, though should I really be that shocked?
EDIT: Upon LadyCallope's suggestion, here is the drawing in question...

The world is full of people that constantly try to get something for nothing.
Having seen the drawing in question (and you might want to add it to this post) I think she's crazy. 3nodding
