Home to one of the more active squads in the Seireitei, this tower houses Squad 13 and it's recently promoted Captain, Musashibo Saburo. Known as the squad with the most contact with the world of the living, Squad 13 is directly responsible for most of the Hollow hunts on the mortal plane. Before his promotion, Captain Ukitake kept this squad running fairly efficiently. Though the squad still runs as it should be, things seem to be far more relaxed now that Captain Musashibo has taken over. Though this raises questions about his leadership abilities, the problems lie not with Captain Musashibo's leadership but his lax attitude towards paperwork, as any who actually visit the Headquarters during drill can plainly see; Musashibo Saburo suffers no fool and is quick to delve out punishment for any insubordination, though even the punished can admit he's fair and cannot hate him as he tends to treat them to a drink after their punishment is over. Thanks to this unique discipling, there is virtually no chance of insurrection, save from those who have to take up the slack in paperwork.
Notable areas:
Training grounds- As per Captain Musashibo's request, an entire floor has been cleared out and opened up to make a rather large training area, complete with Sekkiseki laced, enforced walls to absorb most spirit-based attacks.
Captain Musashibo's office- Mountains of paperwork and empty sake bottles are the only real things that adorn this office and are proof of his slacking off. However, this office is far more than it appears as it has been secretly modified with extra spaces containing only God knows what. Aside from the glass door leading out to the balcony there are no other windows and the only other source of light is a small candelabra on the desk.
Rooftop- The slanted rooftop commonly found in the Seireitei would be otherwise unremarkable save for that it is the area which Captain Musashibo spends most of his off-time. At first this area was used by the captain in order to escape his hounding liutenent who refused to let him sleep the rest of the day away. Since then, Captain Musashibo has taken a liking to the solitude of the place and has set up a small retreat here, complete with a large umbrella, lounging chair, and end table for his bottles of sake.

It was quiet, too quiet. Saburo didn't like this, he was ill at ease because of this. He hadn't seen anyone for quite some time and it was beginning to worry him. It was truly unusual, this turn of events.. no one to wake him from his alcohol induced slumbering, no one hounding him about finishing his reports to Captain Ukitake, no one admonishing him for the adult magazine he had fallen asleep with on his face... this was truly bizarre... he couldn't explain it. It was as if someone had sucked the life out of this place and all that was left was an empty, hollow shell. Ducking around the corner, Saburo checks himself to make sure he wasn't dreaming and slips inside of his office and locks his door before jumping off of the ground with a triumphant, "YEEEEAAAAAAH BABY!!!!" Now one might look at his actions and think he was deranged... well he was deranged but that was beside the point. His liutenent had finally taken a day off, apparently believing the lie Saburo had made about catching up on his paperwork. Well, it wasn't completely a lie, he would be looking at some interesting materials, however it wouldn't be to sign off on Hollow reports or new Shinigami reviews, no, this was something faaaar more important. Sitting at his desk with a look of utmost seriousness, Saburo reaches into a drawer, withdrawing a large bottle of sake and a magazine with scantly clad women on the front. Leaning back in his chair, Saburo opens the book, his face flushed with perverted glee as he says to himself, "Man, it's like a day off for me as well, haha."

As if on cue to the pervert's statement, the stoic head of the Kuchiki clan entered. "13th Squad Captain, Musashibo Saburo, I have a request. I hope you did not plan to have a recreational day under these current circumstances."

Leaping to his feet at the sudden entrance, Saburo stands at attention at the sight of Captain Kuchiki, then remembers his own position and relaxes, some things never change. With the book hidden behind his coat, Saburo gives the Squad 6 Captain a nervous grin and replies, "Of course not, Captain Kuchiki. I'm just going over some... ah.. materials and having myself a drink." He doubted Byakuya would believe this but it was worth a shot. After a moment's thought, Saburo raises an eyebrow and questions, "What brings you to Squad 13's Headquarters anyway?" He knew if Byakuya was here then something wasn't right and he did mention a request.

Byakuya's never-faltering gaze was lowered on Musashibo, and he spoke once more. "You have been accepted as the Captain of the 13th, but do not think that you escape the scrutiny of your peers. You will still answer to the Commander if you do not abide by the laws of Sereitei, and if assigned I would personally bring you in without question. That said, you will dispose of the magazine and sake immediately..." Byakuya's expression did not change as he revealed having seen the dirty materials.
"That said, I need approval for travel out of Sereitei. As Captain of the 13th, all such transfers must be approved by you. I simply believe that the enemy may move, and enacting on this feeling I have come to make that request." Byakuya finished, silently awaiting a reply from Captain Saburo.

Letting out a sigh, Saburo scratches his head, not sure of what to do. This was highly irregular, for a captain to want to go to the mortal world... there was so much paperwork! Besides, what if it proved to be a false alarm? Saburo knew he'd be in it deep if Byakuya was just going out for a stroll. Then again, what if he was right and trouble was brewing, then a question formed and Saburo's mouth moved right along, "But... what kinda danger would be in the mortal world that would require a Captain to tend to it personally?" He's asked this to himself but didn't realize that he'd actually said it until a few moments later. "Ah... I mean, wouldn't it be better to send a couple of Shinigami down there first to investigate your hunch? Not that I doubt you or anything, but isn't going down yourself a bit extreme?" Ever uneasy around Kuchiki, Saburo wasn't sure if this was the best thing to ask, but he had to act as if he belonged in this position and therefore needed to gather as much information as possible before making a move.

Byakuya's face did not change at the self-aimed question, and answered to Saburo on que. "I would rather attend to this matter personally than to station an ill-equipped number of shinigami at this time."
"Also, regarding the number of shinigami available, we have come under heavy alert and many are busy with the paper work currently necessary to maintain a readiness in the event something happens. It would be wiser to send a small group of skilled fighters than a large number of unseasoned shinigami."
"Finally, we must consider the idea that if the enemy launched an assault, it would be an extremely fierce one and that even I might require appropriate reinforcements." Kuchiki finished, his gaze shifting to the oversized pile of papers on Saburo's desk.

Saburo then raises an eyebrow at Byakuya, replying, "Is there something you're not telling me? I mean, you said it yourself that I'm in charge of all departures, I need all the information I can get. I have to know just what the danger level is here. I'm not going to grant you permission if there's a chance that you're going to need backup on this mission. Maybe you should pull up a chair and tell me exactly what's going on." It was painfully obvious that Saburo hadn't been to any of the recent meetings, leading most to believe he'd already started slacking off. The truth was, he'd been too busy to attend, leaving this to be the only time for him to relax, or so he'd thought. With his speedy promotion to Captain and a sudden influx of Shinigami basically being pushed out of the academy before actually completing their training, as well with his work turning the fifth floor into a training ground to better train his new underlings, he just hadn't had time settle down and go. It didn't help that his lieutenant had been hounding him so much about the paperwork, fortunately they were finally out of his hair for now. With a sigh, Saburo brushes a lock of indigo hair out of his face and looks Byakuya in the eye, "Just tell me what it is that you're sensing."

"That won't be necessary," the weak voice of the elder statesman of the Shinigami came from the freshly opened door at the opposite end of the 13th Division's Office. Straight, white hair outlined a face that was far too pale to be healthy, yet the brown eyes they framed were as determined as ever. A pleasant smile graced his lips as he closed the door behind him and stood before the two captains in a manner far more informal than his predecessor. "Saburo-san, I would like to personally request you grant Kuchiki-taichou permission to deploy himself and a small unit of fighters to the Ruined City of Aron. And, if it's not too much trouble, could you sign off on it now?"
The sickly commander-general smiled politely as he made his request, though coming from him it would seem more like an order. He knew that his presence all but confirmed Musashibo's suspicions and that once Byakuya had departed there would be some explaining to do, but Jyuushirou was certain the laid back captain would feel more comfortable conversing with himself, rather than the noble captain of the 6th.
With his request made, Captain Ukitake cast a small glance at his one-time apprentice and offered another polite smile to the room's third occupant. Of all the people in the Seireitei, there were few more respectable than Byakuya Kuchiki. Seeing the fierce determination in his violet eyes made him proud to have had a hand in his training.

Utterly flabbergasted at his appearance, Saburo stammers in his reply, "Of course, Captain Ukitake. I was only trying to find out what's been going on, I apologize." It wasn't that he was afraid of his former Captain, he was just surprised to see the man here, in his office. "Umm, would you like to take a seat, sir? I know you don't like to stand for too long." The young Captain adds, moving his own chair to a suitable position before snagging the departure papers with remarkable speed and accuracy, maybe it wasn't exactly a mess after all, just... cluttered. Taking his pen, Saburo begins making the necessary arrangements, only pausing to look up to Byakuya and ask, "Who's going with you? Nothing personal but I have to validate everyone in your group." Hiding his shame, Saburo put on a casual face, he knew he must look like a whipped dog to the noble captain. He only hoped Captain Ukitake would explain the strange cercumstances, otherwise he'd begin to feel really left out.

Byakuya turned, having not expected Ukitake's arrival. "Commander. I have a list of individuals already decided upon...with your permission." He turned, extending the note towards Saburo. He had already picked the elite fighters, and had no doubt he would win with the applied force chosen.

Waaaaiiittt! I'm out of conttrroolll!" Ryo2k1 shouted, bursting through the door suddenly and into the arm of Byakuya Kuchiki. Before he could recover his balance the goof collapsed, shattering the desk and sending a thousand papers up to cover the note. "Sorry...practicing...tripped...armor...topheavy..." Ryo breathed heavily, explaining hastily what happened. His eyes shifted from Byakuya, to the 13th Squad Captain, to General Ukitake however and he paused. "Hey...this seems like one of those important-discussion thingies they had in the past. We don't have important discussions in the future-talking is outlawed." Ryo2k1 said, before going on. "Hey, is this an important mission that you weren't going to tell me about? No way! If there's action, you have to let me in! Pleeeaseee General Ukitake? Please oh please oh please oh plleeaseee?" Ryo 2k1 begged, getting down on his knee before the Commander.

"Arigatou," the pale captain nodded towards Musashibo, taking the offered seat to relieve himself of the stress of motion. Once down, he let out a small sigh of relief, though his lungs were still heaving ever-so-slightly from the effort to make it over here. He wouldn't admit it, but he had dabbled in Shun-po in order to make it on time for this meeting. Doing so, however, had drained him of his strength. That was to say, it wasn't one of his good days.
Byakuya's request caught his attention once his breathing began to level, and Ukitake smiled bravely at his former apprentice. "Your list is fine, and I wish you the best of luck. Take whatever precautions you deem necessary and return with a full report when everything is finished." What came this time as orders sounded more like a request, as it always seemed to be with the beloved commander-general. He had a quality about him that could make even the stuffiest of people warm up to him in their own way, and Byakuya was no exception. This was just an example of one of those times.
That said, Jyuushirou turned back to the Captain of the 13th with a calm smile gracing his visage. He would be loathe if the man were ill at ease in his presence, which regretfully he seemed to be. There was no need to worry, as far as the Commander General was concerned. Though some in the Seireitei questioned Musashibo's commission as Captain, Captain Ukitake was most definitely not among that group. He would explain everything once Byakuya had taken his leave...

"Very well," Captain Ukitake consented to Ryo2k1's request after a taking a few moments to recollect himself after the comedic entrance of the armor plated superhero. "Add his name to this list, Saburo-san," the Commander-General instructed, proud to see another brave warrior ready to face the enemy...even if he was something far beyond even being considered eccentric...
"Take care everyone...come back safely"

Byakuya looked at the intruder with distaste, but upon Jyuushirou's request he knew he could not refuse this member. "Now that that paper is gone, I will have to assemble a team of choice rather than examination...never the less, a few candidates come readily to mind."
Byakuya walked forward, reaching into a filing system and pulling forth the necessary papers, apparently more aware of where some things were in the 13th's office than the Captain. "It seems the Thirteenth hasn't become wholey unorganized since Commander-General Ukitake was promoted, although this room is far below standard regulations." Byakuya said no more as he pulled forth a pen, and in moments had listed two other applicants to join his party. "9th Squad, Kyle D'Alkirk and Gustav Meridon, with your permission." Byakuya handed the paper to Saburo while inquiring to Ukitake.
