As the Republic rules some of the land, the Mellon government of the Webwings rule majority (if not all) of the atmosphere. The atmosphere in Neo-gaea is made of a denser, more solid water type, and it can be manipulated to create passages that lead down to the earth.
The Webwings, thusly, are the ones who have a say whether or not the Auldelens leave. They're also a very controlling bunch---anyone whos too close to the Mellon kingdom is shot down, no questions asked, unless they have a pass of some sort. Because of it, Auldelens never really got far with space navigation. They instead use the path of the mirror to take them places. By that, they use a mirror and step into it---leading them to another mirror in another destination, usually archaea-gaea.
The Mellon Hanging Waters are also very cold, therefore, many of their buildings and cities are made of ice. Small areas in the Hanging Waters have little pockets of air, so people from other tribes can come visit. However, the Webwings do not condone the permanent presence of outsiders.
Mellon is known for two things---it's Royal Guard and the Royal family. The king can have as many mistresses as he wants (usually nymphs). He also has several children and the oldest, as usual, becomes king or queen. There is only one house, and that is the house of the Rae. Any other royals can be nymphs or children of the royal family.
