What is the Otherworld?
The Otherworld is the name for the almost separate world of magic that lives side by side with humans. Humans are nearly oblivious to it, and the Otherworld is determined to keep it that way. By joining up with an Otherworld community, you are immersing yourself in a world where you live in constant fear of being discovered… or perhaps you’re one on the rebel side wishing to tell the world about who you are and what you can do? The choice is up to you.

How did the Otherworld come about?
The world is not the same as it was before. Once humans and inhumans lived side-by-side, aware of each other and respectful of their differences. But humans grew fearful that the inhumans would take over the planet and enslave them, so they began to kill them off. Now, centuries later, humans have all but forgotten the creatures they used to call brethren, and these remains of the inhuman societies live in secret, disguised as humans in their world. This is the Otherworld.

What is an inhuman?
Inhumans are anything tied to magic. This covers a wide field of creatures, from dragons to witches. Humans and inhumans are similar in that they can exhibit rational thought patterns and judgments, but inhumans have the evolutionary edge over humans in that they are able to manipulate magic. By joining the Otherworld, you become one of the inhumans living in human society.

What is Magic?
Magic is the life force of the planet, often called Mana. It comes in many forms, the most common being invisible strings that surround the earth in a giant woven net. Inhumans are able to tap into the power of these strings and manipulate them in order to perform feats that no human could do, called magic.

What is a “Hot Spot”?
A “Hot Spot” is an area of the world where magic is especially plentiful. Inhumans and humans alike flock to these areas naturally and set up large communities. This branch of the DCGI deals with the three major Hot Spots of the area

What is the DCGI?
Most humans are totally unaware that anything is amiss in their world. And very few know of the government organization known as the DCGI (Department for the Control of Gifted Individuals), which is responsible for just about anything and everything that goes down in the Otherworld. The DCGI performs the following tasks, although there are many other jobs the department performs beyond this:
1) Registering Inhumans in their database
2) Scheduling events for Otherworld members
3) Creating and managing Interest Groups within the cities
4) Acting as the primary law enforcement for all Inhumans, which means not only protecting them from each other, but also protecting humans from them.
5) Regulating the amount of Magic used in the city
6) Covering up all magical sightings in the area.
The DCGI has almost total control over the Otherworld, something that doesn’t
sit too well with many of it’s members, but it keeps it’s people safe and protected from the humans.

What are the Rebels?
In recent years, the DCGI has gained more and more control over the Otherworld, especially with the new registration process. Otherworld members are now required to fill out a detailed form describing everything about them- something many find embarrassing and overly personal for a government department- and then allow this form to be put on public display (public to fellow inhumans, anyway). That has caused worry in many people, and has resulted in rebellion against the system. These are the Rebels,
The Rebels believe that protecting the humans is fruitless, and that it’s simply evolution that should determine whose time it is. The Rebels want the humans to know they are there, and think that when the time comes, they will be the dominant species.

What is the Witch Gene, and how is that related to the Witch Seekers?
Sometimes humans can do magic. Every so often, a human comes along with the genetic material required to manipulate the magic around them. It is usually a mutation, and does not often come into affect until the child reaches the age of ten. It is called the Witch Gene.
The Witch Seekers is a special community designed for finding these gifted children before they accidentally use their powers and alert the world to the presence of magic. Witch hunters are hyper sensitive to magic, and will work with the child in order to teach them the importance of their gift and why it must not be shared with humans. They also give the child access to training for their powers.

What is the Realm, and can it affect this plane?
The Realm, otherwise known as the Dream Plane, is a level of spiritual energy that many people cannot reach with conscious thought. It is also known as the astral plane, and can only be accessed through the spirit. All creatures access an area of the Realm when they dream.
There are two very special areas of the Realm as well. There is the Spirit realm, a place where spirits are born and travel to earth, and the Forgotten Realm, an area where nightmares are spawned and hellish creatures come from. Anyone who dreams can be affected by the events on these planes, especially when the two areas of the astral plane do battle. People sensitive to magic, such as Witch hunters or humans with the Witch Gene, will often experience nightmares and visions of the battles taking place.

What are the Witch Hunters?
Just as there are humans who can manipulate magic, there are humans who can sense it, even if they can’t perform it. These people possess something called the Witch Hunter gene, and can pose a great threat to the Otherworld. Witch Hunters can feel something’s wrong with inhumans, though they don’t know what. Caution should be exercised when handling Witch Hunters.

What can I do for the Otherworld?
Simply registering for the Otherworld is a great help alone. The DCGI appreciates the cooperation of all inhumans across the globe, and wishes to get every single one registered under their new system. But beyond that, there is much that you can do for the Otherworld.
The Otherworld needs people to keep the balance between the humans and inhumans. For this, they will set up missions for Otherworld members to complete. Some of these missions will be simple, such as retrieving a magical artifact from a human collection (as simple as asking for it? Or will you have to steal it?). Others will be far more complicated, such as tracking down a rouge vampire who has started killing humans and inhumans alike (A little detective work and some good old fashioned fighting!). Missions are essential to the survival of the Otherworld, and we hope that you will participate in many of them.
Otherworld members can also get involved in their community by joining a DCGI Sanctioned Group. These groups are often first to be invited to special events or allowed to host contests. By joining such groups, your chances of becoming involved in the Otherworld increase dramatically from just registering.

I don’t believe in the DCGI! How can I help the Rebel Cause?
The DCGI does not support the actions of the Rebel group. Inhumans wishing to perform rebellious acts run the risk of punishment by the DCGI.

How do I find out about events and Missions? What about Group news?
The DCGI will post all Missions on the Message Board, a bulletin board in the DCGI office headquarters.
All Job offers will be posted in on the Job Board, also located in DCGI headquarters.
Group leaders may wish to consider publishing some kind of news letter in order to inform their members of the events scheduled for the month.
Large scale events will be viewable on the DCGI Calender in the headquarters, and a newsletter may be published.

How do I find out about Rebel news?
Again, the DCGI does not support the actions of the Rebels. We have managed to locate their information page, which you can find at their information page Please exercise caution before joining up with the rebels: you will be severely punished if you are caught!
